My name is Wu Yishan and I work at the Institute of Scientific and Technical Information of China (ISTIC).  I am writing to request for copyright purchase permission for the translation of "The Metrics of Science and Technology" by Eliezer Geisler, published by Quorum in 2000. I am a scientometrician myself so I know this book is well written and I hope more Chinese readers could share the author's ideas.

As for my personal experience, I worked as a scientific diplomat in the Chinese Embassy in USA twice, from 1987 to 1989 and from 1994 to 1996 respectively. I have translated some 20 English books into Chinese, either as the sole or participatory translator, or as the translation quality checker while organizing my colleagues to do the translation (mainly functioning as the latter role in recent years). My translations include: The Sciences of the Artificial (Herbert A. Simon), Made in America (Michael Dertouzos),Normal Accidents (Charles Perrow) and   Scientific Journals in the United States: Their Production, Use and Economics (D.W. King), to just name a few. My recent two translation books are: Standards for Technological Literacy (International Technology Education Association), which has been published by the Science Press (China) in January of 2003, and whose Chinese copyright license was purchased  from ITEA by the Science Press, and Challenge of Scientometrics (Loet Laydesdorff), whose copyright was given gratis to us kindly by the author, the copyright owner, and the Chinese version was just issued in March by Science and Technology Document Publishing House, a publisher under ISTIC.

I hope that you kindly give me a license fee offer first and I will approach potential Chinese publishers and see which one is willing to accept your offer. The readership for such books is small so I just hope the fee would be reasonable. Please contact me by e-mail or by the address on the letterhead.
