This paper does not look like an academic paper, but like an internal work report written by a staff to the president. The author could improve the paper in the following way:
Check the quality of all those prize-winning achievements by counting citations of relevant papers involved in the prize-winning projects through CSTPC produced by the Institute of Scientific and Technical Information of China and the China Social Science Citation Index produced by Nanjing University. And survey the prize winners themselves on how they evaluate their own achievements. By comparing their self-assessment with the citations found, the author could learn much more about how they could improve the academic performance of his or her university than what they had done.
