中国科学院数学与系统科学研究院（以下简称数学院）成立于1998年12月，是由中国科学院数学研究所(建于1952年)、应用数学研究所(建于1979年)、系统科学研究所(建于1979年)及计算数学与科学工程计算研究所（建于1995年）四个研究所整合而成。首任院长是杨乐院士，继任院长是郭雷院士，第三任学术院长为席南华院士、执行院长为王跃飞研究员，第四任院长是席南华院士，现任院长是张平院士。
数学院现诚邀广大青年学者依托数学院申报2025年度新增批次海外优青。
一、项目概况
优秀青年科学基金项目（海外）旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。
二、申请条件
1、优秀青年科学基金项目（海外）的申请人应当具备以下条件：
（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；
（2）出生日期在1985年1月1日（含）以后；
（3）具有博士学位；
（4）研究方向主要为基础数学、应用数学、计算数学、系统科学、控制理论、统计学、数学物理、信息论、运筹学、理论计算机科学、计量经济学、密码学、人工智能数学理论等；
（5）在取得博士学位后至2025年9月15日前，一般应在海外知名高校、科研机构、企业研发机构等获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求（不适用于通过中外联合培养方式取得海外博士学位的情况）。
在海外工作期间，同时拥有境内带薪酬职位的申请人，其境内带薪酬职位的工作年限不计入海外工作年限。
（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；
（7）申请人尚未全职回国（来华）工作，或者2024年1月1日以后回国（来华）工作。获资助通知后须辞去海外工作并全职回国（来华）工作不少于3年。
2、限项要求
执行国家科技人才计划统筹衔接的相关要求。同层次国家科技人才计划只能承担一项，不能逆层次申请。同时需符合基金委新增批次项目指南关于同年度申报相关限制要求。
三、支持措施
1、执行高层次人才年薪制
2、按照国家和中国科学院的政策给予科研经费200-600万元
3、给予安家费100万元及其他相关配套支持
4、提供人才公寓或享受人才周转用房租金补贴
5、协助解决子女入托、入学

About AMSS
Academy of Mathematics and Systems Science of Chinese Academy of Sciences (AMSS) is a top research center of mathematics and systems science in China, dedicated to the highest level research in pure mathematics, applied mathematics, and applications of mathematics. Currently, AMSS has 300 faculty members, including 13 CAS Academicians, 1 CAE Academician, and 47 recipients of the National Science Fund for Distinguished Young Scholars. AMSS invites young scholars working in all areas of mathematics to apply for 2025’s New Round of National Science Fund for Excellent Young Scholars (Overseas) through AMSS.
Requirement for Applicants from NSFC
(1) Abide by the laws of the People’s Republic of China and have good scientific ethics.
(2) Born on or after January 1, 1985.
(3) Have a PhD degree in mathematics or related areas.
(4) Have more than 36 months’ working experience at oversea universities or academic research institutions before September 15, 2025. For those who have obtained a PhD degree overseas and have outstanding research records, the limitation of work experience can be relaxed.
(5) Have strong research record and the potential of becoming an academic leader.
(6) The applicant should have not yet returned to China on a full-time working basis, or returned to China after January 1, 2024. If the fund is approved, the recipient need to work at AMSS full-time for at least 3 years.
