我使馆就挪威令中国学者限期离境提出交涉

据挪威媒体报道，一名在挪威阿格德尔大学从事风电项目研究的中国博士生及其欧洲籍导师被挪威警方要求在１月２３日前离境，理由是他们的研究成果和专业技能可能被他国的人用于军事目的，制造导弹。校方认为，挪威警方的这一决定毫无道理，并为这两位研究人员聘请了律师。    这位中国博士生的代理律师尼尔斯·格勒纳斯说，挪威有关当局以保密为由拒绝就此案作出说明，很不透明。他说，这是一项秘密决定，有违欧洲人权法院相关决议，挪威政府有责任给予澄清。

中国驻挪威大使馆３日就此事向挪威外交部提出交涉，要求挪方确保当事中国学者的学术自由和合法权益，妥善处理此事，并避免今后发生类似事件。 中国驻挪威大使馆政务参赞马强３日上午到挪威外交部进行交涉后对新华社记者说，中国外交部和中国驻挪威大使馆获悉此事后高度重视。我们认为挪威有关部门的做法是完全没有道理的，也是没有根据的。他们这样做，侵犯了当事中国学者的合法权益，有损挪威的学术声望和形象，不利于积累两国关系正能量。

中国外交部发言人洪磊4日在例行记者会上表示，中方已就上述事件向挪方进行核实并提出了交涉，希望挪方妥善处理此事，使这类事件不再发生。洪磊在回答记者提问时表示，中方认为，挪方此举毫无根据，不仅侵犯了中国留学生基本权益，也损害了挪威的学术形象。

挪威外交部没有就这一事件发表任何评论。

Last month the Norwegian government told two researchers at the University of Agder -- one of them Chinese -- to leave the country, the institution's director Tor Aagedal told AFP.

Reports said Oslo took the decision over concerns their work could have military applications.

Aagedal told AFP the Chinese academic was on a scholarship to research wind power（风能）. The other individual expelled was an applied mathematics professor （应用数学教授） from "a European country" who worked "in a broad range of fields" but whose research had "no military purpose", he said. "They left immediately," he said. "We've never been involved in such a case

before."

The other individual was "a German national of Iranian origin", （伊朗裔的德国人）

Police had told the university last summer that an investigation was underway, he added.

The Chinese academic's lawyer Nils Anders Gronaas told AFP he was working to have the expulsion order reversed, but he had been denied access to much of the documentation in the case on national security grounds. His client had caught Norwegian authorities' attention partly because of his links to a Chinese university which has connections with military scientists, he said.

Norway's intelligence services declined to comment.（挪威情报部门拒绝发表评论）
