主题内容:

A review of science and technology policy development in the past thirty years reveals aspects which are unprecedented in the world: such as those pertaining to the balance between basic and applied research, the extent of commercialization, and the transformation of policy-making institutional structure.  The proportion of R&D funding spent on basic research has been around 5% for over twenty years.  Is this a healthy sustainable level for a large country?  The science and technology system was the vanguard for the introduction of market mechanisms.  Has there been excessive commercialization of the scientific system and scientific knowledge, which is properly a public good?  The State Science and Technology Commission has been replaced by the Ministry of Science and Technology, a more usual institutional arrangement in other countries.  As one among many ministries, is the portfolio of science and technology receiving sufficient attention from the central leadership?


主讲人简介:
Dr Yu Wing-Yin is Professor of Science and Technology Policy at the Institute for Science and Technology Studies of the University of Bielefeld in Germany.  He was previously Senior Advisor to the Rector of the University of Macau and served on the Board of Directors of the Institute of European Studies of Macau.  He was earlier Senior Fellow at the East Asian Institute of the National University of Singapore and was Assistant Chief Economist of the Hong Kong Trade Development Council.  Born and educated in Hong Kong, and at Oregon and Oxford, Professor Yu’s career ranged from physics to science policy, administration, and public policy planning.  He has been associated with the science and technology policy program of UNESCO since the eighties.  He has worked at the Development Centre of the Organisation for Economic Cooperation and Development (OECD), Lingnan University, and the City University of Hong Kong where he was responsible for developing linkages between academia, industry and government.  Earlier, Professor Yu taught physics at the University of Hong Kong and conducted research at international laboratories, including the Niels Bohr Institute in Copenhagen, and Argonne National Laboratory in Chicago.  Dr Yu is former Vice-President of the Hong Kong Association for the Advancement of Science and Technology, Companion of the Hong Kong Institution of Engineers, and Founder Member of the Commonwealth Partnership for Technology Management.
