An inherent principle of publication is that others should be able to replicate and build upon the authors' published claims. 

我们先看一下“should”的用法。

其一般用法中，“should “denotes a guideline or recommendation whenever noncompliance with the specification is permissible.” When used as an auxiliary verb, it expresses “a conditional or contingent act or state … or moral obligation” ……Because of the built-in flexibility of the word, if the document writer intends to mandate a requirement, should is not an appropriate choice.

另外，美国电气和电子工程师协会(IEEE)有一个文件：IEEE's Style Guide在比较Shall和should用法时，写道：The word shall is used to indicate mandatory requirements strictly to be followed in order to conform to the standard and from which no deviation is permitted (shall equals is required to). The use of the word must is deprecated and shall not be used when stating mandatory requirements; must is used only to describe unavoidable situations. The use of the word will is deprecated and shall not be used when stating mandatory requirements; will is only used in statements of fact.

The word should is used to indicate that among several possibilities one is recommended as particularly suitable, without mentioning or excluding others; or that a certain course of action is preferred but not necessarily required; or that (in the negative form) a certain course of action is deprecated but not prohibited (should equals is recommended that).

 基督教礼拜仪式中，Therefore in liturgy the word should generally indicates obligation, but depending on the precise context the obligation refers to concrete acts or to more general attitudes or obligations. ……Other uses of should express a clear norm that must be followed. Once more, context or other norms determine the strength of this law.

另据下面的文章，在法律与合同文体中，should表示具有一定约束力的行为。具体结构为“should + 动词原型”，否定形式“should + not + 动词原型”。

综合上述，在“An inherent principle of publication is that others should be able to replicate and build upon the authors' published claims.”这句话里，应作法律与合同文体用法，也就是说作者有义务使自己的实验结果或方法能够重复，尽管单纯的不能重复也不见得有什么明确的惩罚措施。
