考虑污染排放限制的道路通行最小收费问题研究

摘要:为了增加研究结果的大众接受度,在满足一定交通污染排放控制水平条件下,以最小收费为 优化目标建立了交通污染控制的双层优化模型.下层的用户均衡分配模型可以描述出行者的自主 出行路线选择行为.通过部分增广拉格朗日乘子法将上层模型的污染排放限制约束转化为目标项 后,可利用梯度投影算法求解带有箱式约束的新的系列子模型.数值算例验证了新模型与算法的 有效性.研究结果表明:减少交通污染排放的要求越高,相应的总收费也越高;在给定的交通网 络 和需求条件下,单纯通过收费能够实现的污染减排是有最高限度的;路段收费具有一定关联性,在 部分路段进行收费可能对污染减排无效.

Research on the problem of minimizing traffic toll with the restriction of pollution emission


Abstract: To increase the acceptation of the research result, in the situation of satisfying the given control level of traffic pollution emission, the bi-level optimization model of traffic pollution control is proposed aiming to minimize the toll collection. The lower level model of user equilibrium traffic assignment can describe the behaviors of travelers of independently choosing their travel paths. By using augmented Lagrange multipliers method to transfer the constraint of pollution emission of upper level model into items of objective, the obtained series of sub-models with box constraints can be solved by gradient projection method. Numerical example verifies the effectiveness and efficiency of the new model and algorithm. The research results show that with the increased requirement of limiting traffic pollution, the total toll collection will increase; given the traffic network and traffic demand, there is a upper limit to the reduction of pollution emission due to toll collection only; tolls on links have interconnection and collecting toll on some links will have no effect on the reduction of pollution emission.
