爱思唯尔文献计量学计划的目的,是让世界各地更多的文献计量学和科学计量学研究人员能有机会利用爱思唯尔的SCOPUS数据库开展研究。项目建议书如果被批准,该计划将免费向申请者提供所索取的数据,但不另外提供研究经费。我是该研究计划9人理事会的成员之一,是来自发展中国家的唯一代表。去年,我也参加了项目评审。可是,去年中国没有任何人提出申请,很遗憾。理事会成员都认为,中国近些年的文献计量学研究很活跃,来自中国的项目申请书在最后批准项目中占有一席之地才是正常的。
我想强调两点:
1. 虽然该研究计划不提供经费,但数据本身是有经济价值的。若单独订购这些数据,可能是很昂贵的。
2. 在科学计量学“普赖斯奖”得主Henk Moed先生领导下,我们理事会的评审是很认真的。凡是有一定潜力的项目建议书,我们都尽量提出详尽的修改意见,让申请者修改后再次申报,而不是简单枪毙了事。
因此,衷心希望国内的文献计量学和科学计量学爱好者踊跃申报!

TheElsevier Bibliometric Research Program board members are pleased to announce the 2013 research proposals round.
For the second year, Elsevier will be providing datasets, free of charge to eligible research institutions and groups, to carry out strategic research in the field of research assessment, informetrics and bibliometrics using Elsevier data, and to present the outcomes in peer-reviewed journal papers and at international conferences.
The EBRP welcomes research proposals from research scholars involved in various scientific fields and from all over the world to submit a proposal for research in their respective fields based on bibliographic data that will be provided free of charge by Elsevier.
Research proposals to be granted are selected through a careful peer review process conducted by an independent Scientific Board to ensure quality, originality, appropriateness and significance. Proposals that contribute to the understanding of scientific developments, trends, scholarly publications, communications, usage and so forth are some examples of topics solicited by the EBRP.
Please note that the main objective of this program is to stimulate the development of new approaches, methodologies and analysis of the data. Therefore, purely descriptive or any type of research aimed at measuring an individual institution, country or person will not be considered.
