外来入侵生物的寄生蜂:珍贵的新种模式标本到底去哪里了? 精选

近几年,我参与了John LaSalle博士组织的一个工作,研究桉枝瘿姬小蜂(Leptocybe invasa Fisher & La Salle)和刺桐姬小蜂(Quadrastichus erythrinae Kim)的寄生蜂。这两个姬小蜂物种都是外来入侵的有害生物,并很快得到大量的研究。我们在研究过程中,通过同行饲养虫瘿,在广西和泰国发现了桉树枝瘿姬小蜂的寄生蜂。相关研究结果,经过整理,和刺桐姬小蜂的寄生蜂一起发表在Zootaxa上(附件可下载)。我们相信该寄生蜂将有助于枝瘿姬小蜂的防控。

根据动物研究所网页报导如下内容:20117月,中国科学院与国家质检总局签署了科技战略合作协议。该协议中,国家质检总局承诺为中国科学院进口实验仪器设备、动植物标本、实验动物和生物材料提供优质通关便利化支持。根据国家质检总局《质检总局关于在北京中关村开展进境动植物生物材料检验检疫改革试点有关意见的批复》(国质检动函〔2013710号)文件要求,在中国科学院生命科学研究院联合清华、北大、北京生科所共同推动绿色通关工作,促进政策落地的努力下,北京出入境检验检疫局(以下简称北京国检局)决定在中关村地区开展进境动植物生物材料检验检疫改革试点。2014年122日,动物所与国家质检总局动植物检疫监管司签署了关于加强国门生物安全保障合作协议,目的在于更有效防控境外有害生物入侵,防止国内生物物种资源流失,提升进出境动植物检验检疫水平,加强国门生物安全,保障科学研究与技术合作。

澳大利亚国立昆虫标本馆和动物所标本馆、我研究组拥有很好的合作关系,并于2009年联合创立了中澳分类学虚拟实验室,并开展了大量的合作研究工作。分类学工作者都非常清楚模式标本的重要性,因此非常珍惜。这批标本作为国际团队合作研究的重要材料,能够放到动物研究所长期存放,是我们的骄傲。另外,2014年,由于我们刚从澳大利亚国立昆虫标本馆借来几十头定名标本,我收到Nicole女士的来信后非常高兴,并无任何担忧。

上周四以后,我突然收到澳方一系列邮件(附后),告知这批具有重要科学价值的标本可能被海关销毁。在收到第一封来自Nicole女士的咨询信件之前,我没有收到来自快递公司或者海关的任何通知。根据外方的信息,这家快递公司办理了相关的报关手续(Custom Declaration paperwork was attached to the outside of the parcel addressed to you, using the CITES number CN001 (for IZCAS))。得知海关有可能要做销毁处置,我非常焦急,咨询了分类学、动植检等行业的相关同行。很多领导、同事、朋友通过邮件、电话和QQ,提供了很多有用的信息。但是由于上周还不清楚标本被留置在何处,我也无法进一步做工作。同时,分类学同行标本交换,确实普遍面临比较大的问题。

今天收到Nicole女士的来信,非常简短。相信后续再想通过快递的方式借用标本,会非常困难。中国也很可能被世界上主要标本馆列上黑名单!昆虫标本被销毁,在澳大利亚国立昆虫标本馆一位同仁近30年的工作经历中,仅仅发生过可数的几次。估计模式标本被毁,估计在全世界也属于罕见了!

通过参加口岸行,我非常理解口岸一线工作的艰辛:工作量大、难以甄别。但是,针对动植物标本、实验动物和生物材料,我想弄清楚的问题是:

1、国际上通用的科学用标本通关手续,海关是否认可?有哪些不一样的要求和程序?

2、没有收到海关或者其它相关部门通知,收件方(我或者动物标本馆)如何从国内去办理相关的检验检疫手续?

3、海关在处理相关的报关材料后,是否和检验检疫部门的交流?

4、海关如何判断科学标本的危害性并进行处置?是否应该公开相关的流程?

5、海关是否应该通过建章立制,区分科学交换标本和货物及其差别处置流程?

6、能否告知我们这些标本被处置的原因?为什么不能退回呢?

希望这仅仅是哪个环节出了些问题,标本还在某处存放;更加希望有更多的分类学同行、检验检疫部门和海关的同仁关注标本的科学价值。

在此,我向我的国际同行们致歉,没有向澳方提出更加谨慎的交换方案,如分次快递等。

I haven’t heard anything more here from Roberta (who is with TOLL in Sydney).

I did speak with our postage people here at CSIRO yesterday and they said they have heard that if sending things to China, don’t use TOLL. Instead I should use FED-X. The reason is that FED-X apparently has their own customs clearance in Beijing, so the idea is that perhaps we would not have the problem we have had with TOLL getting the package through customs.

Sorry about this. If the specimens have really been lost – than I guess I could split the ANIC paratypes up and get some of them to you.

At this stage, all the other packages of paratypes reached the other institutions.

Many quarantine officers talked to me that the specimens might still exist somewhere. Please let me know which local company will deliver packages. Also, did TOLL get any signed document(s) from custom? Please also send me those if available. My friends will try to find the post.

Theshipment to you has been stopped by Beijing Customs.

This is the tracking number & ref :  813009078895 / REF: R 03041 01 LAN 412

The carrier is TOLL.

And according to TOLL Sydney,TOLL believes all the paperwork is in order and that Beijing Customs is objecting to the importation of these insects.

The information given was “due to the contents, goods cannot be imported and will be destroyed in Customs”.

Custom Declaration paperwork was attached to the outside of the parcel addressed to you, using the CITES number CN001 (for IZCAS).

If you can find out more information on your end, to see what to do next.

This is worrying.  Has this happened before for ANIC sendings?   (I’ve only seen it happen a handful of times in 30+ years of shipments).

I’ve spoken directly with Roberta of TOLL in Sydney – and asked her to urgently try to put a stop on it being destroyed, and to find out what if any additional info/clarification is required, and/or if the parcel could be returned to ANIC.

TOLL believes all the paperwork is in order and that Beijing Customs is objecting to the importation of these insects.
