【引言】
这篇文章不仅关联了“新质生产力”这个热词，还关联了另一个热点问题“低空经济”，并结合了自己的老本行安全事业来写的。在工科范围内，结合热点问题的文章相对比较少，其实我也很少写这类文章。不过，作者检索了中国知网等相关的文献数据库，也未发现同时关联“新质生产力”、“低空经济”和“安全事业”三个问题的理论文章。当然，个人愿意花时间写这篇文章，主要还是觉得其有意义，在有意义和有新颖性的前提下，能蹭上热点也更好。安全界的思维方式一般都比较保守，所以一直赶不上创新，安全研究者在写文章方面，也经常落后于其他领域。因此，个人发表的这篇热点文章，也算是安全界少有的文章。
【摘要】
低空经济发展是新质生产力的典型体现和未来世界经济的重要增长点，然而低空经济活动伴随着很多新的安全问题，如何保障低空经济的安全发展成为急需研究的热点课题；另方面，低空经济也为安全事业提供新的用武之地，并为安全事业赋予新的科技及装备，使安全事业更具先进性和更有发展前景。
文章采用文献调查、历史分析、逻辑思辨、相似比较和预测分析等方法，对低空经济与安全事业的协同关系开展深入研究。简述低空经济的由来，梳理低空经济新技术在13个安全领域中的应用，阐述低空经济自身及其技术带来的安全问题，指出其安全管理可以借鉴地面和民航经济活动的实践经验和成果，最后提出有效的安全对策。
研究结果表明：低空经济与安全事业关系重大，低空经济协同发展安全事业大有可为，安全工作者应尽快投入到低空经济发展的大潮中；低空经济新技术对安全事业利大于弊，安全发展低空经济同时也发展了安全技术新质生产力；低空经济活动在安全管理方面可以借鉴地面和民航的安全管理丰富经验；完善安全管理体系、夯实安全基础设施、培养安全人才及开办相关新专业是低空经济安全发展的重要对策。

【结论】
1）低空经济是发展新质生产力的典型体现，也是未来世界经济发展的重要增长点。低空经济与安全事业关系重大，安全发展低空经济，同时也发展了安全技术新质生产力。
2）分析低空经济的新技术在13个安全领域的应用实例，表明低空经济协同发展安全事业大有可为且前景广阔。在解决低空经济活动安全问题的同时，低空经济产生的新技术对未来各行业的安全事业将会带来显著的提质作用。
4）从低空经济自身及其技术带来的安全问题看来，低空经济带来的新技术应用于安全事业利大于弊。因此，低空经济与安全事业能相辅而行，安全工作者应该尽快投入到低空经济发展的大潮中。
5）低空经济活动与地面和民航经济活动存在多方面相似之处，在安全管理方面也存在许多相似之处，地面和民航的安全管理积累了非常丰富的经验，有些经验可以给低空经济安全管理提供借鉴，这也是该领域开展安全研究的捷径。
6）从完善安全管理建设，夯实安全硬件建设，培养安全管理人才，形成新的安全学科专业等方面提出落实低空经济活动的安全对策。
Theoretical Investigation on the Collaborative Development of the Safety & Security Undertakings and the Low Altitude Economy to Emerge New Quality Productive Force

Abstract: In order to insure the safety & security (SS) development of low altitude economy and develop the SS undertakings at the same time, methods of literature review, historical analysis, logical reasoning, similarity comparison, and predictive analysis to conduct in-depth research on the relationship between low altitude economy and SS undertakings were adopted. Then the development of low altitude economy was briefly described. The SS application contents in 13 fields of new technologies invented by low altitude economic activities were sorted out. Both positive and negative SS issues brought by low altitude economic activities and their technologies were elaborated. It was pointed out that the practical SS management experiences and achievements of ground and civil aviation economic activities can be referred to the SS management activities of low altitude economy. Finally some effective SS measures for low altitude economic activities were proposed. The research results indicate that the relationship between low altitude economy and SS is significant, and there is great potential for the coordinated development of low altitude economy and SS undertakings; SS professionals should quickly immerse themselves in the tide of low altitude economic development; The benefits of new technologies in the low altitude economy outweigh the drawbacks of them in SS issues, and the safe development of the low altitude economy also develops new quality productivity of SS technologies; SS management of low altitude economic activities can learn from the rich experiences of ground and civil aviation; Improving the SS management system, consolidating SS infrastructure, cultivating SS talents, and opening related new majors are important measures for the safe development of low altitude economy.
