I personally think that people don't want to submit their high quality papers to  Chinese journals for the following several reasons:

One, most Chinese journals are not Science Citation Index(SCI) -included;

Two, most SCI Chinese journals have low impact factors;

Three, too many people submit their papers to the limited Chinese journals and thus the publication period is usually very long;

Four, most Chinese journals charge publication fees;

Five, many Chinese editors or editorial board are indifferent or have slow response to the authors' consultation or inquirements;

Five, some (including the researhcers and the sci-tech evaluation officer ) take it for granted that foreign journals are in higher quality just as the foreign moon is brighter.
