[资料搜集] 海因里希安全法则 Heinrich’s Law：1:29:300

   美国工业安全先驱海因里希（Herbert William Heinrich）在1931年发表了《工业事故预防：一种科学方法 Industrial Accident Prevention: A Scientific Approach》。1941年海因里希给出了下图（"incident/accident pyramid", “safety pyramid”, the “accident triangle” and “Heinrich’s law”）：（2） The Heinrich/Bird safety pyramid.

   1970年代 Frank E. Bird 分析了 170万起事故后，给出了“致命事故，事故，伤害和小事故之间的比率为 1:10:30:600。这也被称为“海因里希定律”或“海因里希比率”。

   海因里希法则：

   每一起严重的事故背后必然有29起较轻微事故和300起未遂先兆以及1000起事故隐患相随。
