Introduction to CFINS

Introduction to the Center for Intelligent and Networked Systems (CFINS) at Tsinghua University

I have mentioned in my previous blog articles the fact that I am associated with the Center for Intelligent and Networked Systems (CFINS www.cfins.au.tsinghua.edu.cn ) Tsinghua University and hinted at some of her unique features. In view of the interests on ScienceNet for science and technology developments in China. it is perhaps worthwhile for me to describe its history, origin, and current operations as an example of what can be and have been done.

In 2000, the leaders at Tsinghua University asked if I am interested in taking up a chaired professor position and continue my research and teaching in China after my pending retirement from teaching at Harvard (see my blog 6/19/07 Reflections on an Active Retirement http://www.sciencenet.cn/blog/user_content.aspx?id=3498). My reaction at that time was that I am too far Americanized to be residing in China full time and would not really fit in. However, the idea intrigued me and I thought about it some more after returning to the US. Subsequently I wrote to the Tsinghua leaders with the proposal of a “professorial team” or chair professor group.  The idea is that I’ll assemble a team of ethnic Chinese professors to share in the professorship. Members of this team including myself are all originally from either mainland China or Taiwan, all well established world class scholars in their respective sub-disciplines of Electrical and Computer Engineering (with one exception of a business school professor all are IEEE fellows), yet have a common background and known to each other, and most importantly share a desire to give something back to our Mother country. 

The team members agreed to be paid only for days we work and reside in China (unlike what Prof. Yau Shin-Tong 丘成桐 reported as prevailing practice during which many people who take a whole year salary for couple of months work in China), we donate our time when not in residence in return for working with talented students and young faculty members at Tsinghua (I don’t want to give the impression we are extra noble. If these talents come to our operations in the US, it would be very costly as we have to pay for salary, tuition, and overhead expenses).  It is a win-win situation.

The unstated goal of the team is to train the PhD students at Tsinghua using the same standard we train our own students back in the US. In time we want the reputation of Tsinghua trained Ph.D students to be on a par with the best trained in the world and there will be less need to go abroad to study. To this end, we established a research center associated with our chair professor group under the umbrella of the department of Automation at Tsinghua to accomplish our goal (see my blog 6/14/07 Machiavalli's dictum. http://www.sciencenet.cn/blog/user_content.aspx?id=3214) We managed to convince another 海归, Professor Xiao-Hong Guan, to be the director of the Center. This turned out to be a most fortunate move. Without a local able leader such as him, the Center would never have taken off and will have withered. 

In this ensuing six years (2001-2007), the Center 
1. Helped train young faculty members to become world class and finished training and graduated two PhDs, many masters and published two books under her auspices
2. Helped Tsinghua Control Science and Engineering program gain the top ranking in the recent national evaluation, and eventually become world class;
3. Has secured competitive funding both in China and abroad including the prestigious projects such as “111 Plan for Importing Talents (the support for our chair professor group is now mainly from this fund),” Key Project of NSFC, Key 863 Project, etc and is now essentially self-supporting;
4. Transplanted several courses to local faculty so that they become Tsinghua courses independent of the chair professor group, i.e, 生根开花了;
5. Held one international conference and had 10+ foreign academicians and noted scholars visiting the Center. To use a colloquial saying:” CFINS is beginning to appear on the world map;”
6. Recruited three海归 to be faculty member at Tsinghua and work in the Center. They were recruited as if we were recruiting faculties for our own universities back in the US.
7. Had many student members of CFINS pay visits and study at the home institutions of the team members. Thus it is a two way exchange.

A coming-out party was held for CFINS on October 8, 2007 to informally celebrate the sixth birthday of CFINS. Leader of Tsinghua and many academicians of the system discipline in China attended the function.
