Generally speaking, we suggest the author list be fixed before the manusript is submitted. However author list can be finally fixed at the final revision. The order of the authors in the list can be changed during the revision period according to the contribution of each author. This way can facilitate to mobilize the coauthors' participation in improving the manuscript.
Here I present a case. One Russian author wrote an email to every author of the manuscript and JMS office after he received our major revision requirement:

Hi All,
The reviewers for our manuscript have suggested major revisions - please find attached. Essentially, it means that the journal would like to publish the article but we need to make significant changes.
I think we will be able to address the comments and make the two month deadline for the submission of a revised manuscript.
I have looked over the reviews and do not agree with some of the comments but will start working through each comment individually.
The revision will require inputs from everyone. Your inputs will influence your order in the list of authors. If anyone has any recommendations at this stage please let me know.
I am going on leave for 2 weeks from tomorrow but will start working on the review when I return to the office on 6 Jan.
