Evaluation and Election



Many people in China is familiar with being elected to be an IEEE fellow.

 The INFORMS society, the largest management science and operation

 research professional organization in the world, established a “fellows” member grade five years ago. This membership grade is also by invitation and

 election only and represents the highest honor the Society and the

 profession can bestow on a member. I was honored to be among the first

 group of inaugural fellows and has participated to some extent in its

 membership development. This year the chairman of the election

 committee gave a five year report and assessment on the operations of the

 Election and Evaluation Committee (EEC). The report goes into the

 consideration, criteria for election, and the operation of the EEC. This is a rare glimpse into how a profession confers honors on its members 

– by necessity a secret process not even generally transparent to the members.



I attach the report here for the science net readers and have highlighted

 the portion that may be of particular interest.



Two items mentioned in the report deserve particular emphasis here.

1. To a person, everyone consulted in INFORMS believe using SCI to measure a person is the worse kind of quantitative measurement. SCI is one

 thing that INFORMS refuses to use in making election

 decisions. I might add this is also generally true among western

 scientists I personally know. In conversations, people will talk

 about a particular paper or contributions on a specific subject by a

 scientist. I have never heard the SCI or Impact factors being

 mentioned.

3. The reputation for research must be international while reputation 

for other criteria, such as education, service, etc can be national.



These practices  are in directly contrast with various selection procedures 

used in China in many honor selections. Worth some thought !
