华尔街日报等三家机构组织评选的“世界最具创新力城市”

20126月,在花旗银行赞助下,华尔街日报和城市土地学会(ULI,拥有3万名会员)开始了评选“世界最具创新力城市”的活动。第一步,ULI先拿出200个候选城市清单,选择这200个城市是依据8项标准:环境与土地利用;文化与宜居性;经济/投资气氛;进步与潜力;实力机构所在地(places of power);教育与人力资源;技术与科研;流动性与基础设施。这200个城市放在网站上让公众投票。

然后,公众投票占25%的权重,ULI专家意见占75%的权重,评选出了前25名城市。

对这25个城市继续投票,此时公众投票意见与ULI专家意见各占50%权重,产生了前三名候选城市:哥伦比亚梅德林、以色列特拉维夫和美国纽约。梅德林是哥伦比亚第二大城市,人口244万人。

最后一轮,完全依据公众投票结果,选出梅德林为最具创新力城市。总共有35万人次参加投票。评选结果于20133月宣布。20年前,该市问题多多,由于暴力犯罪猖獗,该市还曾名列“世界最危险50个城市”的第24位。近年来,该市在交通设施、政治改革、教育培训、社区建设等方面取得了惊人的进步,暴力犯罪率明显下降(但并未绝迹),获得了世人的认可。

2013年,该市还获得了哈佛大学颁发的Verónica Rudge Urbanism Award(城市发展奖)。2014年4月,联合国组织的第7届世界城市论坛在该市举行,此时回想该市暴力犯罪猖獗的年月,恍如隔世。在西班牙Indra Sistemas公司2014年公布的一次调查结果中,该市被评选为世界最宜居城市之一,并列最宜居城市的还有智利的圣地亚哥、西班牙的巴塞罗那和葡萄牙的里斯本。

华尔街日报这次评选有意思的是:随着活动的进展,专家权重不断减小,公众权重不断增加,但自始至终离不开专家的贡献,因为第一批200个城市的清单就是ULI专家根据8个指标拿出来的(这不就是指标与同行评议的结合吗)

其实,梅德林、特拉维夫和纽约,哪一个城市成为赢家已经不重要,因为此时的结果取决于各城市、各国的拉票能力,而不取决于各城市的创新力。我查到了以色列的一个网站在为特拉维夫拉票,号召以色列人踊跃上网投票。估计哥伦比亚也一定有为梅德林拉票的类似动作,但我不会西班牙语,未发现证据。通常,越是实力强的国家和城市,越不介意这样的评选。我未发现有为纽约拉票的网站。再说,在这类评选中,纽约上榜不知多少回了,确实也没必要在乎。

Selection Process:

· The initial 200 cities were selected by the Urban Land Institute (ULI).

· The 25 semi-finalist cities were selected through weighted voting, composed of 25 percent public voting, driven by traditional and social media to the City of the Year site, and 75 percent ranking by ULI.

· The three finalist cities were selected by 50 percent public voting, 50 percent ranking by ULI.

· The winning city was determined 100 percent by public voting
